Yes and no at the same time.Yes, there are a lot of yachts that are used for pleasure and nothing else, as such qualifying for the name 'luxury'.But there are not that many very expensive yachts.Most of the Dutch hesitate about showing off, and having a 16 meter yacht is something not too many people do.There are still more of them that would fit in lets say the canals of Amsterdam, but that is also because quite a few Germans with money keep their yachts here, where there is more water to sail in than in Germany.The number would depend on what you would qualify as luxury, of course.
