There is no rule that says this must be so. Ask the captain of the boat you were on why.
There are millions of luxury motor yachts, not all are as you say.

depends on what the owner wants, if they want to keep the employees away from the guests might be an answer. Another would be when the crew is working they need to be paying attention to the task at hand and could possibly do something that might hurt a "Landlubber"
