Without a car one can not get to work, shop or take a loved to the hospital or doctors office.
Or goto the airport for vacation.

I would say it is a luxury, but if you live in an industrialized nation it basically becomes a necessity to live a normal life.

necessity cuz how else would you get from point a to b if it was 50 miles away..unless you would rather walk

A car is a luxury, the need of transportation can be fullfilled with mass transportation

It is a combination, I suppose. On the one hand, cars are necessary to get to certain places in a certain time frame; such as going to work. On the other hand, it can be a luxury - you can drive around, you can put massive amounts of money into your car, making it 'prettier' or 'sound better' and so on.
