Like the programming language, technique, database...hosting...etc

Looks like its written in php and probably with a MySQL database for the backend.

Wikipedia runs on the Mediawiki engine:

which itself is built on PHP/MySQL. Mediawiki is a full-featured, GNU-licensed wiki engine that has powerful media handling capabilities.
